Introduction
If you are setting up a passkey or using one on an iPhone and see the message “This passkey doesn’t sync with other devices,” follow the steps below to create the passkey in iCloud Keychain.
Instructions

Go to https://mysignins.microsoft.com/security-info and review your current security setup.

Select Add a new sign-in method.

Select Passkey as the sign-in method instead of Passkey in Microsoft Authenticator.

Select Next and follow the prompts until you see the option to Save another way.

Select iCloud Keychain.

Select Continue
When prompted, enter your current StarID password.

Continue through the prompts until you reach the option to name the passkey.

Leave the default name, and select next" to "Enter a name for the passkey, or leave the default name 'iCloud Keychain' and select next"

Select Done. Your passkey setup is now complete.
